Binational foundations, also called commissions, are created by executive agreement between the
United States and participating countries to administer the Fulbright Program abroad. They are
responsible for screening local candidates for grants, selecting qualified local educational
institutions for participation in the program, planning educational exchange projects, and
supervising incoming American grantees. The U.S. embassy or consulate performs these functions
in countries where there are no commissions or foundations.
