Correspondence, reports, congressional documents, background materials, and other records concerning the legislative authority for the U.S. government's international educational and cultural programs.  Files pertain primarily to P.L. 87-256 (Fulbright-Hays Act, 1961), P.L. 480 (Agricultural Trade Development and Assistance Act, 1954), and the use of foreign currencies in financing exchange programs.  Other files concern the Buenos Aires Treaty and Ratification Act (1936), P.L. 80-402 (U.S. Information and Educational Exchange Act, Smith-Mundt, 1948), P.L. 81-265 (Finnish Educational Exchange Act, 1949), P.L. 82-48 (India wheat bill, 1951), P.L. 89-698 (International Education Act, 1966), and Binational Educational Foundations Act (1965, 1970), among others.  Arranged in four series.
 

Correspondence, reports, congressional documents, background materials on the Fulbright Program, and related documents regarding P.L. 87-256, the Fulbright-Hays Act of 1961.  The act consolidated all previous laws under which the U.S. exchange program operated, such as the original Fulbright Act of 1946, the Smith-Mundt Act of 1948, and portions of other pertinent legislation.  It remains the basic charter for all U.S. government-sponsored educational and cultural exchanges.  Files include materials related to P.L. 584, the initial Fulbright Program legislation of 1946.
