Harris held the press conference on the occasion of his speech delivered to the graduating class of Southern State College in Magnolia, Arkansas. He talks about the impending hearings, to be conducted by the Interstate and Foreign Commerce Committee, into public health issues, e.g., cigarettes and smoking hazard; civil rights legislation; Milwood Reservoir; Ouachita River Navigation Program; Arkansas River Basin Program; Magnolia and Pope Federal Post Office buildings; and the Weather Bureau Station in Texarkana (7" reel, ca 25 minutes).
