Biographical Note

Lawrence Brooks Hays (1898-1981) was an Arkansas lawyer, politician, legislator, government official, educator, social worker, author, and civic and religious leader who was born in London, Pope County, Arkansas; graduated from the University of Arkansas (1919) and George Washington University (1922); practiced law in Russellville (1922-1925) and in Little Rock (1928-1933), Arkansas; served as Assistant Arkansas Attorney General (1925-1927), Democratic National Committeeman for Arkansas (1932-1939), National Recovery Administration Labor Compliance Officer for Arkansas (1934), Assistant to the Administrator of Resettlement (1935) and Assistant Director of Rural Resettlement for the Farm Security Administration (1936-1942); who was a candidate for the Democratic party nomination for governor of Arkansas in 1928 and again in 1930, and who was also a candidate for nomination for election to the U.S. Congress in 1933; who represented the 5th Congressional District of Arkansas in the Congress from 1943 to 1959; who subsequently served as a Director of the Tennessee Valley Authority (1959-1960), as Assistant Secretary of State for Congressional Relations (1961), as Special Assistant (1961-196З) and subsequently as Counsel (1963-1966) to the President of the U.S.; who was President of the Arkansas State Conference of Social Work (1932-1935), United States delegate to the United Nations (1955), President of the Southern Baptist Convention (1957-1959), Arthur T. Vanderbilt Professor of Public Affairs at Rutgers University (1963-1965), Director of the Wake Forest University Ecumenical Institute (1969-1972), and Chairman of the North Carolina Human Relations Commission (1970-1974); who was again a candidate for the Democratic nomination for Governor of Arkansas (1966) and for election to the Congress from the 5th Congressional District of North Carolina (1972); and who co-founded, in 1970, the Former Members of Congress organization.
